The Revolving Door: Research Findings on NYC’s Unemployment Services and Placement System and Its Effectiveness in Moving People from Welfare to Work by Sondra Youdelman with Paul Getsos.
The Revolving Door is a research project of Community Voices Heard. The Report examines the effects of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), eliminating federal entitlement to public assistance, and imposing time limits on the provision of assistance to poor families, and requiring states to impose strict work participation requirements.

Plight Deepens for Black Men, Studies Warn by Erik Eckholm (New York Times, March 20, 2006).
Several new scholarly studies indicate that black men are faring much more poorly than is portrayed by the common employment and education statistics. Experts, such as Dr. Ronald B. Mincy, professor of social work at Columbia University and editor of Black Males Left Behind, Dr. Harry J. Holzer, Georgetown University economist and co-author of Reconnecting Disadvantaged Young Men, and Dr. Gary Orfield, Harvard education expert and editor of Dropouts in America, all agree that a huge pool of poorly educated black men have not benefited from the gains that an economic boom and welfare overhaul have brought to black women and other minority groups. These studies, which have included those who are not seeking work or incarcerated into their joblessness figures, have made a number of important findings with respect to black men, for example: graduation from high school in the inner city is the exception; lawful work has decreased; and prison is becoming routine, even as urban crime rates have generally declined. For these reasons, a number of programs for young black men have had to place as much importance on teaching life skills — such as parenting, conflict resolution and character building —as on teaching job skills.
